I'd add another excellent steak joint up here in Edmonton, Alberta, Canada, and that would be Yeoman's Steak House. They dry-age their own beef for a minimum of 21 days, and it's incredible steak at a very reasonable price. My second choice has always been Hy's Steak House even though it's almost as overpriced as Ruth's Chris.
However, I dropped by there yesterday only to find that both places have been closed for a while now. So I'll have to go looking for a new place I guess...
Nah - I'll just spend the price of a meal on a week's worth of bone-in rib eye and some chuck-eye steaks.
