Wood Chips - up in flames

When I spread soaked woodchips over lit charcoal they smoke well for about 30 seconds, but then catch fire, and after about 5 minutes they burn out and stop smoking. I have been using mesquite chips, soaked for over an hour in cold water. Any suggestions as to what I may be doing wrong.

You can put the soaked chips in a bundle of aluminum foil with some holes poked in it.

or

I would just go with wood chunks. Put them right on the hot coals for longer smokes.
