We get those temps for several days in January and February (and much worse: -45C and -68C with windchill one day this last winter), and we get used to venturing outside. Of course, that's with about 6 layers of clothing or more.
I even know a guy who regularly grills outside in that kind of weather. I've done that once or twice myself, in fact.
Now-that doesn't mean that any of us here in Alberta were particularily SANE.......
